What is the best waterproof liquid eyeliner?

I have oily eyes and always wear a eyelid primer but still eyeliner always tends to smudge in the corner. I want to do a nice cats eye and want to make sure what I get won't budge. I also want it to be very black. I like department store brands but am not apposed to drugstore brands if they are amazing. And I really don't want to spend over $25.
