What eyeliner to use to keep from running/smudging?

I put eyeliner on my bottom waterline, and it always smudges or clumps on my inner eye corner(EW.). How can I put on my eyeliner different to keep this from happening? Also, are there some different eyeliners? Answer this question and I'll answer one of yours! :D
